The Japanese Ministry of Transport plans to strengthen emergency inspections of passenger boats that are carried out following the sinking of a ship. She says she wants to make sure the boats are able to communicate with operators ashore.

The tour boat, “KAZU I”, sank off the coast of Shiretoko Peninsula in northern Japan on April 23. Of the 26 people on board, 14 have been confirmed dead and 12 others are missing.

The boat passed a government safety inspection before the incident happened. The boat operator registered a mobile phone as mandatory communication equipment during the inspection. But it was revealed that the network of carriers did not fully cover the cruise itinerary.

The department suggested that the inspection may have been inadequate.

The ministry says it will confirm that a transport network fully covers a ship’s cruise itinerary, if the ship registers a mobile phone as mandatory communication equipment.

The ministry would also require boats to sail during inspections and actually check whether ships can properly communicate with operators ashore.

On small boat safety, a government panel is due to meet on Wednesday. Members will discuss ways to improve government inspections.

RESIDENTS heading to the riverside in Chester tomorrow (Friday) will be treated to a rare treat as ChesterBoat’s fleet of passenger boats are brought back into the River Dee.

The fleet of boats, including Lady Diana and Mark Twain, will be lifted from the Sandy Lane car park using a 300 tonne crane.

The ChesterBoat fleet is taken out of the River Dee for inspection and a fresh coat of paint.

The biennial boat lift takes place every two months of January and gives the team the opportunity to carry out maintenance on parts of the boat that are normally underwater, including replacing the propeller shafts of the boats and hull anti-fouling.

The last time the process was carried out was in January 2020, shortly before the Covid pandemic hit the UK.

The fleet also received a fresh coat of paint in its recognizable red, white and blue colors.

Before relaunching, the MCA (Maritime and Coast Guard Agency) carries out thorough inspections to check that the boats are safe to carry passengers.

The boats successfully passed their MCA ‘out of the water’ inspection on Tuesday, and the MCA will return in a fortnight to carry out rolling tests on the water.

ChesterBoat’s flagship, the Lady Diana, celebrated her 40th birthday on the River Dee last year, so good maintenance and care is essential to keep the vessel in good condition.

Managing Director Brian Clarke said: “After two busy seasons and intermittent lockdowns since we last took the boats out of the water, it’s great to see the fleet freshly painted and in excellent condition, ready for the day. coming year.

“We have been doing everything we can to ensure that 2022 is a ‘normal’ year for leisure and hospitality, and that the continued interest in staycations benefits Chester’s visitor economy.”

For anyone interested in watching the boats being launched, the lift is due to start around 10am on Friday January 28 and can be watched from the Sandy Lane car park or from the Meadows opposite.

After completing all MCA inspections, the fleet will be back in daily service starting Saturday, February 19, ready for February midterm.

ChesterBoat’s passenger fleet includes Lady Diana, which joined as a brand new boat in 1981, the year Prince Charles and Lady Diana married, and has been modernized over the past four decades.

Mark Twain joined the Thames and initially looked like a Mississippi steamer, complete with a paddle wheel and funnels.

The Jackie is named for Jackie Leech MBE, the ‘Swan Lady’ who protected Chester’s swan population.

Molaise is a newcomer to the fleet, arriving from Loch Inch in Scotland in the summer of 2021.

And the Bonkie open-top boat, the smallest boat in the fleet, can carry up to five passengers and a skipper.

The manufacture of five solar boats with a capacity of 75 passengers each and a solar cruise ship is currently progressing.

More passenger ships and solar barges for transporting goods will be launched to exploit the possibilities of the national waterway along the state, Transport Minister Antony Raju told the assembly on Tuesday. With the success of the solar powered ferry operating between Vaikkom and Thavanakkadavu, more solar boats are being considered due to less environmental pollution and low operating costs.

The manufacture of five solar boats with a capacity of 75 passengers each and a solar cruise ship is currently progressing. In addition, preliminary steps are being taken for the manufacture of four more solar boats with a capacity of 30 passengers each. Kerala’s Department of Shipping and Inland Navigation currently uses seven barges to transport goods. Work on two other barges is being finalized. Subsidies and operational incentives are provided to promote the movement of goods through inland waterways.

Inland waterways crossing the state are envisaged for a distance of 616 km from Kovalam to Bekal. The route from Kovalam to Kollam is partially navigable, that from Kollam to Kottapuram is fully navigable and from Kottapuram to Kozhikode and Kozhikode to Vadakara are partially navigable. The Vadakara-Mahé section will soon become fully navigable. On the 26 km stretch from Neeleswaram to Bekal, 20 km are fully navigable. The work to extend a new container over a distance of 6 km is currently progressing. The movement of goods will become fully operational once all routes are navigable. One of the current challenges is that some roads are not deep enough for barges.

The National Department of Water Transport has carried out preliminary studies on the transport of fuel oil from the Indian Oil Corporation plant at Ambalamukal in Kochi to Kerala Minerals and Metals Limited in Kollam. Detailed studies are underway. The technical and economic studies on solar electric haulage services (Ro-Ro) from Willingdon Island to Bolgatty and from Vaikkom to Thavanakkadavu have been completed. On this basis, a sanction was granted for the manufacture of electric ro-ro ships.

There is panic among the natives of the Nembe, Brass and Akassa regions of the Brass and Nembe local government regions of Bayelsa State following attacks on commercial boats and the kidnapping of a chief age 64 and three others.

LEADERSHIP has found that the increasing incidence of maritime pirate attacks along the various routes of Odioma, Nembe, Brass and Akassa in the Senate district of Bayelsa is ongoing without security checks.

The President of the State of the Nigerian Maritime Union, Comrade Ogoniba Ibingansi, confirmed by phone to LEADERSHIP that the waterways are no longer safe and that all boats operating along Odioma, Akassa, Brass and Nembe are no longer safe. load more and that the passengers were turned away.

Ibingansi, who also confirmed that security agencies, including the Special Adviser on Security Matters to the Bayelsa State Government, are fighting to find ways to counter the hackers, lamented that “the boys have resumed the waterways “.

It was established that on Monday evening, along the Yenagoa-Akassa in Brass local government route, an Igbo businessman was stripped naked and taken away by heavily armed sea pirates.

Vestdavit AS, Bergen, Norway, builds davits for launching and retrieving boats from a range of different vessels, with an emphasis on safety and efficiency. Davits are designed to safely launch and retrieve boats in inclement weather and to widen the operational window.

The company is currently trying to expand its presence in the market. A subsidiary, Vestdavit Inc., opened in September in the Seattle area to support its growing customer base in the United States. Part of this effort included a booth at International Work Boat Show last december.

“Right now we’re around 80 percent military and 20 percent commercial,” said Magnus Oding, Vestdavit’s managing director, from the auditorium. “We are looking to develop both sectors of the market.

US customers use Vestdavit’s most advanced davits up to sea state 7. Vestdavit photo

Typical davit applications for the company involve offshore support – including offshore wind turbines – warships, seismic support vessels, crew transfer boats, tugs, small ferries and others. work boats. “We manufacture and market davits – and davits only,” Oding said.

He said the davits work even under the most difficult conditions. “The Arctic is a place where we see more and more activity,” Oding said. Vestdavit uses specially developed and environmentally friendly hydraulic oils to ensure that no leaks will cause damage to the environment while operating properly in extremely low temperatures, he added.

Some recent davit placements on U.S. ships include:

  • Nichols Brothers Boat builders, Whidbey Island, Washington, delivered the 238’6 “x48’x9’6”, 100-passenger vessel last year National Geographic Quest for Lindblad Expeditions Holdings Inc. Vestdavit delivered two TSB-2500 lifeboat davits which are installed aft of the vessel. Telescopic type suspended davits are designed to be as compact as possible. Sister, national Geographic company, is expected to enter service in the second quarter of 2018. Lindblad specializes in “expedition travel”. The new ships have 50 cabins, 22 of which have balconies, and state-of-the-art shipping technology.
  • PLR-3600 MOB boat davits for all Navy CVN class aircraft carriers.
  • Eight HN-9000 double point work boat davits for National Oceanic and Atmospheric Administration (NOAA) research vessels. NOAA’s most recent project was the installation of two HN-9000 workboat davits on the NOAA vessel. Thomas jefferson in July 2017. These are the most advanced motion compensated dual point davits on the market and they will launch and retrieve hydrographic survey launchers on the vessel, Oding said.
  • PLA-2000 lifeboat davits are being modernized on the nine Coast Guard Bay class icebreaker tugs. Davits are aluminum to minimize weight.
  • Fully electric TDBE-2000 overhead telescopic davit custom designed for LCS Freedom class ships in the Navy.

In a follow-up interview this week, Oding said Vestdavit had US customers who successfully operated the company’s most advanced davits down to the state of the sea 7. absorbers, constant tension and anti-pendulum devices. “, did he declare.

Dennis Naku, Port Harcourt

Two people were reportedly killed, while three others are reported missing after suspected pirates attacked two passenger boats along the coastal waters of Aru-Gbanaama and Polokiri in the Bonny local government area in the state of Rivers.

It was established that passengers were returning from a carnival in the community of Dema Okekpe in the main town of Bonny in the evening when the thugs intercepted the boat and attacked its occupants with weapons on January 5, 2021.

A source who requested anonymity said the first boat was attacked when the helmsman stopped halfway to remove debris from the engine, with pirates repeatedly hitting two of the dead victims with paddles and paddles. machetes in their heads and other parts of their bodies, while other occupants of the boat were pushed into the river.

Unaware of the danger to come, the source revealed that the second boat approached the scene and was also attacked before the coxswain could make a quick U-turn with most of the passengers jumping into the water when ‘they saw the injuries inflicted on the travelers on the other boat.

“They used paddles, machetes and bottles to hit them as they fought for their lives. They have now pushed the other passengers into the water. Without the navy, the police and the JTF, more people would have died, ”he added.

Bonny LGA President Rogers Irimagha, who confirmed the incident in a phone conversation, called on locals to remain calm, adding that the council is handling the missing persons case.

“I will speak to the people of Bonny Local Government to have confidence in our government’s leadership. As I speak to you, we are working with the security agencies to ensure that this horrific incident that we are experiencing is brought to an end.

“It was overtime even before I appeared, but we are working tirelessly to end it. I would like to commend the security agencies for their ability to respond to all distress calls. They have gone out of their way to s. ‘ensure we have security,’ he said.

The council head, however, expressed sympathy to the families of those who have lost loved ones and assured them that the local government is working with security agencies to reduce pirate attacks in Bonny.

“I extend my deepest condolences to the parents and families of the dead. We have registered three missing persons. To be frank, we’ve already found two deaths, we haven’t seen the last one kill three.

“They were supposed to come back, but the water went down. So they decided to wait until the late hours when the water rose and they had to go back to Bonny. Unfortunately, these “devils” accosted and attacked them.

“In fact, asked them to jump into the water. They (the pirates) started to slander and beat some of them. At one point, they all jumped into the water, ”explained Irimagha.

Efforts to reach the state police public relations officer, Nnamdi Omoni, failed because he did not take her calls, nor did he respond to a text message sent to his cell phone by our correspondent.

Efforts are being made to regulate passenger boats on Loch Lomond and the River Leven after a ship sinks.

Vixen sank about 50m from the shore at Ardlui, Loch Lomond in 2012 and, following an investigation by the Marine Accident Investigation Board (MAIB), all Scottish councils were encouraged to introduce effective rental license systems of boats.

The ship, which had six passengers and a skipper on board, sank.

Five of the six passengers donned life jackets and jumped off the boat. One passenger, who was a weak swimmer, was not given a life jacket.

She and the skipper stayed on board as the boat sank beneath them.

The MAIB report showed that Vixen was in poor condition and was being operated contrary to legal requirements. Some lifejackets were not accessible in an emergency and none had the minimum recommended buoyancy.

The issue will be discussed at the West Dunbartonshire Council licensing committee tomorrow (Wednesday) following a public consultation on changes to boat rental licenses in light of the MAIB report. However, no response was received during the one-month consultation period.

Agents have, however, considered responses to a previous consultation in 2016 and drafted a resolution to authorize boat rental companies which will hopefully be passed by the West Dunbartonshire Council.

The report to the committee reads: “Operators were concerned that if the level of fees and the cost of complying with the proposed license conditions are too high, it may not be economically viable to operate these vessels commercially. The current fee for a boat rental license is set at £ 1,423 for a period of three years. “

The report goes on to say that it is expected that there will likely be a reduction in fees for boat rental companies in the West Dunbartonshire area as a result of the move.

Riverboat service operators fear that new safety rules introduced by the Maritime and Coastguard Agency (MCA) could bankrupt them.

A recent MCA review of Thames passenger ships suggested that older and newer ships need to be updated with a more modern system of safety legislation.

But boat operators fear that in some cases the work needed to bring their vessels up to the new standards will be expensive enough to bankrupt them.

Danny Collier, a skipper and owner of Colliers Launches, said his boats were specially designed to operate on the Thames to cope with low tides and low bridges.

Mr Collier said: “Over the years we have invested a lot of money in our project – almost tens of thousands of pounds to make improvements.

“If the implementation of the consultation continues, then I will need to provide the inspector with a brand new plan.

“I have no intention of doing this because I am already investing a lot of money to make sure my ships are safe and respect the safety of passengers.

“If I don’t submit new plans, I could go out of business as early as January 2020.”

The MCA review is a direct result of the Thames Safety Investigation held in 2000, following the fatal vessel Marchioness crash in 1989, with the decision taken to modernize passenger safety standards for older passenger vessels that can hold 12 or more people. .

Mr Collier’s ships include the Princess Freda, reputed to have saved British troops at Dunkirk in 1940, as well as the Queen Elizabeth, which was used in the Queen’s Diamond Jubilee celebrations in 2012.

More than 20 passenger boat operators who operate from Richmond, Kew, Hampton Court Palace and Westminster have joined Mr Collier in rejecting the proposals as they believe their ships are safe and purpose built.

Twickenham MP Vince Cable said: “I have been in touch with the government on the pleasure craft issue and the thriving ship repair business on Eel Pie Island, which is potentially affected if the boats go bankrupt.

Richmond and Twickenham Hours:

“Priority must be given to the safety of passengers and the question is whether the proposed changes are proportionate, which is a technical problem, not a political one.

“The PLA, the Port of London Authority, has now made a strong statement of support for the changes which must be taken seriously.

“I think the key problem in practice is having a safety regime that is appropriate for the dangerous and congested waters lower down the river around Westminster, but also allows boats to operate on the Richmond-Hampton Court section. where the challenges are different. ”

The MCA has announced that the new regulations will come into effect in the fall and that operators of passenger vessels will be given a two-year grace period to ensure they will be able to comply with the new proposals. consultation.

A spokesperson for the MCA said: “There has been some controversy because a few – five at most, small vessels – as they are called, may be affected by the proposals.

Richmond and Twickenham Hours:

“We want to reassure people that the vast majority of Dunkirk Little Ships do not fall into this category – probably only two to three percent of the 198 ships are expected to be affected.

“All passenger ships, including those that went to Dunkirk, are certified to the appropriate standards and are subject to annual checks by the Maritime & Coastguard Agency.

“We cannot use the wartime operational service – however noble – of almost 80 years ago as the standard against which to assess passenger ships currently in service.”

The MCA has also said it will welcome any future “exemption requests” for the Dunkirk Little Ship and other vessels, which will be dealt with on a case-by-case basis.

One of America’s most iconic tourist hotspots is about to get a green update.

Niagara Falls is preparing to replace its current Maid of the Mist boat with the launch of the first two fully electric, zero-emission passenger ships built in the United States.

The Maid of the Mist transports more than 1.6 million international tourists to the falls each year. The two new all-electric vessels will continue to take tourists to the heart of Niagara Falls, undisturbed by engine noise or exhaust fumes.

The batteries will be recharged for seven minutes after each trip up to 80% of their capacity, allowing maximum efficiency and range.

SEE: British trains will run on hydrogen within three years and produce zero emissions

“It makes perfect sense for Maid of the Mist to be a global leader with the implementation of this green technology,” said Maid of the Mist Chairman Christopher M. Glynn. “The new ships will transport our guests to the base at Niagara Falls, one of the largest sources of clean hydroelectric power in the world.

The new integrated vessels are currently under construction by Burger Boat Company in Wisconsin. In mid-May, the boats will be transported to Niagara Falls and lowered to the Maid of the Mist dry dock and maintenance facilities for assembly. Once construction, launch and certification are complete, the new vessels will be commissioned in mid-September.

Maid of the Mist VI (1990) and Maid of the Mist VII (1997), will be phased out when the new ships begin to operate.

“The Maid of the Mist has been offering tours of the famous Niagara Falls waterfalls and the Niagara River Gorge for over a century, and has been an iconic tourist attraction in western New York State,” Governor Andrew Cuomo said at the initiative’s unveiling ceremony. “The new zero-emission boats will continue this proud tradition while continuing our efforts to make New York State a premier eco-friendly tourist destination. “

New York State Parks Acting Commissioner Erik Kulleseid said, “The Maid of the Mist has been a great partner at Niagara Falls State Park. These new ships provide a superior visitor experience while expanding the sustainable practices we need to adapt to protect the natural assets that draw visitors to Niagara Falls and state parks. “
